Kim’s comments Monday were less detailed than others made before the Chicago City Council’s License Committee last week.
At that venue, the company’s president and interim chief financial officer, George Papanier, told officials that Bally’s will “deliver the event centre, 100 rooms of the hotel and the required food and beverage components” in early 2027, per the Chicago Sun-Times. That said, the company is reevaluating about 12% of the project’s other planned amenities in response to potential cannibalisation from video gaming terminals. The hotel plan calls for an eventual total of 500 rooms.
The city council legalised VGTs in its latest budget that took effect in January. Mayor Brandon Johnson opposed the move but was overruled by a council majority. Johnson and his colleagues have fought over the issue all year, which is still largely unresolved.

The operational infrastructure available to these new firms, however, remains underdeveloped. Gonzalez contrasts prediction markets with equities, where trading businesses can use prime brokers, clearinghouses and standardised systems such as FIX.
“When it comes to prediction markets, none of that exists,” he said. “Everyone that’s building in the prediction market space mostly starts from ground zero.”
Platforms were generally constructed for one person operating one account, rather than trading organisations requiring separate permissions and controls. According to Gonzalez, some teams still share a single login.

For Yggdrasil, Game in a Box and Studio in a Box are therefore intended to become more than tools for its own development operation. Curwen envisages them supporting a wider creator ecosystem, although he acknowledges that proving the model commercially must come first.
“We’re still early,” he says. “The priority is to prove the model properly; make sure the games perform and demonstrate that it works commercially. If we do that, I think the opportunity is significant.”
Five years from now, Curwen expects the development landscape – and the studios operating within it – to look markedly different.
